查了一下 EB2 ROW Retrogression在八月十號後就不發卡了

DOL在八月九號發佈，八月十號就不發卡，符合immediately的說明。

可以猜想的是EB2 Retrogression明年會更早發生 主因是EB1 ROW十月後將有排期
會造成部分EB1申請者改走EB2
