F1親屬移民 排期相關問題 - 移民

我是親屬移民類別中的F1 category (美國公民未結婚成年子女), priority date是 10Ma
r2009.

最近收到NVC的email, 要我以及我的申請人(我父親)提交ds-260以及其他相關文件. Immi
gration visa fee 已經繳交. 根據NVC的網站,會收到這樣的通知通常是排期已經排到或
有可能即將在一年內排到, 所以NVC先開始immigrant visa pre-processing.

(網頁上的內容是:"When your petition becomes current, or is likely to become cu
rrent within one year, the NVC initiates immigrant visa pre-processing, includ
ing collecting visa fees, forms, and documents from sponsors (petitioners) and
immigrant visa applicant(s).")

我的問題是:

1) 根據visa bulletin上公布的, 現在F1排期只到 01Nov2007, 看起來不太像是一年內可
以排到, 但是否可以因為NVC有這樣的通知而認為有可能在一年內排到?

爬過文但想確認以下另外兩個問題:
2) 由於實際上排期是尚未排到, 因此就算我現在人是在美國, 也是不能填I-485, 對吧?
3) 若繼續照著NVC的流程走, 是屬於CP 流程?
