Complaint Description:

Bank of America alleged I have made a foreign transaction and
charged a fee of $FEE in my credit card account. The alleged
and charged is itemized as (MM/DD/YYYY, Ref#:ABCDEFG...)
in my credit card account. Bank of Ameirca alleged the the fee is
applied to the previous purchase of airline tickect $BBBB(MM/DD/YYYY).
I thereby request the elimination of the alleged fee by the following:

1. I was not noticed of the fee $FEE in the whole process of
making the purchse of $BBBB, and I was not aware of the fee and
did not agree to pay the fee $FEE at the time of purchasing $BBBB.
Shoule any fee(i.e. $FEE) is to be levied on my account, the fee
should be made available to me and agreed upon by me at the time
of purchase of $BBBB. I am legally obligated to pay the amount
I agreed on, which is the $BBBB. I am not legally obligated to
pay the alleged fee of $FEE, because I was not aware of such
a fee and did not agree on this fee at the time of making the purchase.

2. Whether the purchase of $BBBB is foreign or domestic is the
technicality issue between Bank of America and the merchant.
The customer has no way of knowing the technicality between Bank
of America and the merchant. My purchase of the air ticket was made on
the US website and priced in USD. Therefore, BOA's unilateral
claim of my international transation is not legally binding, and
I bear no contractual obligation to pay the alleged fee.

3. I request BOA to eliminate the alleged international transaction
fee of $FEE from my account. Since I never knowingly and willingly
agreed to pay this fee and BOA's request to charge this fee, this
transaction has not been willingly and knowingly agreed upon by
all parties involved. If BOA insists on charging the fee of $FEE,
please consider this transaction incomplete, reverse this
transaction, and let me contact the merchant. I will pay to the
merchant through other means.

1.這是我的備份，有稍改過，這篇用字有點強烈，
要用的可以稍加修改。要講多強烈視個人情況調一下。

2. Better Business Bureau的投訴不用打電話，不用任何paperwork,
上網把資料填一填即可，到此
https://odr.bbb.org/odrweb/public/getstarted.aspx
或用google找一下即可找到。BBB看過你的投訴後
會轉給被投訴商家。
被投訴商家(BOA,in this case)必須在10天內回應(雖然他不一定
要答應你的要求)。

3. 用範本改一改大約幾分鐘即可完成。

: 4.客服一定會虎瀾一些有的沒的，只要發現他沒有要退的意思，
: 不需要和他辯這些有的沒的，禮貌的問說要往上層設訴要
: 和誰說，然後到BBB寫我以上講的，地址寫到客服給你的"上層"。
: 我的經驗是客服已被上層下達指令不退這筆了，講太多沒用，
: 用BBB給上層壓力才有用。BOA客服應會給一個Corporate Escalation Center
: 那類的專處理Dispute的地方。
: 5.雖然航空公司有時會為了留客戶退這筆，
: 但我覺得銀行要比較合理。
: 6.BBB只要上網站填一下資料和投訴內容，不用任何其他paperwork，
: BBB真的是有認真在處理，BOA也會比較重視從BBB轉過去的投訴，很方便。
