I want to type in Chinese - 洛杉磯

Hello guys!

I have been surfing on PTT for awhile, a lot of times looking at people
discussing matters in Chinese I want to participate as well, but the
operating system (Windows 7) I have doesn't allow me to type Chinese on BBS systems,
everytime I type anything in Chinese it just shows bunch of questio marks,
I have already changed my language for non-unicode programs to traditional
chinese, however the problem still exists, can anybody help me with this?
