停車罰單問題 - 紐澳

上個星期一早上大約九點二十分，
家人在醫院附近停車後發現該地區九點半以前是'No Stopping'，
因此沒下車，坐在車上想等到九點半，
結果一下子Ranger就走過來告訴家人'Move!'，
家人也馬上就開走了，但是今天卻收到了 $197 的罰單：
6963 - Disobey no stopping sign

請問這樣可以申訴嗎？

no stopping是不能停 no parking才是人在車上可以
