同奈軟體廠商 / 詢價 - 越南

各位好，
小弟的公司在同奈省，最近收到公文要來查核軟體版權(抖抖抖)，
其中包括一台SERVER，
1.想請教有沒有推薦的軟體商或線上詢價平台？
2.台灣購買的正版軟體(SERVER 2008)，越南好像不承認，
據軟體商回覆一定要在當地購買才合法？
3.免費軟體(EX:SQL EXPRESS)，在越南當地也是合法使用嗎？
